We are seeking an experienced and dynamic Special School Nursing Partnership Lead to drive the transformation of Surrey’s countywide Special School Nursing Service. This is a pivotal leadership role, responsible for overseeing the transition from a traditional school-based model to an innovative Hub and Spoke service model, ensuring delivery meets contractual, commissioning and population health needs across Surrey.

Working closely with key stakeholders including Surrey County Council, the Integrated Care Board (ICB), special schools, families and clinical teams, you will lead the planning, implementation and governance of the redesign programme. You will play a vital role in ensuring a smooth transition, maintaining service quality, engaging the workforce, managing risks and delivering agreed outcomes that improve services for children and young people with additional needs.

This role is fixed term until July 2027.


Main Responsibilities 

  • Lead the implementation of Surrey's Special School Nursing Service redesign, transitioning to a new Hub and Spoke model.
  • Manage programme delivery, ensuring milestones, quality standards, contractual requirements and outcomes are achieved.
  • Build and maintain strong relationships with key stakeholders across health, education and social care, including Surrey County Council, Surrey Sussex ICB, special schools and families.
  • Lead workforce engagement and change management activities, supporting staff through service transformation.
  • Review and redesign pathways, processes and ways of working to improve accessibility, efficiency and service user experience.
  • Oversee programme governance, risk management and reporting, ensuring safe and effective implementation.
  • Use data, insight and quality improvement methodologies to drive decision-making and measure programme benefits.
  • Produce reports and updates for senior leaders, commissioners and partner organisations, ensuring transparency and accountability throughout delivery.
  • Support effective use of resources and identify opportunities to improve service delivery and outcomes for children and young people.

Person Specification 

Essential 

• Degree-level qualification or equivalent experience in healthcare, nursing, education, service improvement, project management or a related field. 

• Evidence of leading complex service redesign, change or improvement programmes. 

• Experience of working across health, education and social care systems. 

• Strong stakeholder engagement and partnership working skills. 

• Experience of workforce planning, engagement and organisational change. 

• Excellent communication, facilitation and presentation skills. 

• Ability to analyse complex information and present clear recommendations. 

• Experience of programme governance, risk management and reporting. 

• Knowledge of SEND services and children's community services. 

• Ability to work autonomously and manage competing priorities. 

Desirable 

• Project or programme management qualification (e.g. PRINCE2, MSP, APM). 

• Quality improvement qualification or experience. 

• Knowledge of Surrey's health and care system. 

• Experience of implementing Hub and Spoke service models. 

• Registered healthcare professional qualification.
